Charles Hester, Sr. served as the Western District Inspector General for the Federal Emergency Management Agency (FEMA) until his retirement in 1995. Chuck is currently an instructor for various organizations, including Association of Government Accountant’s Education and Research Foundation in Washington DC; the Government Audit Training Institute in Washington DC; the Pacific Islands Training Institute in Honolulu; the California Association of State Auditors; the California Society of Accountants; and various other accounting and auditing professional organizations. In addition, Charles has served as a Special Consultant for the Asian Development Bank, the Supreme Court of the Republic of Palau, and for various CPA firms. Also, Charles has served as the Team Leader or Team Member for External Peer (Quality Control) Reviews for numerous national, state, and local government audit agencies.
Charles is a member of various professional auditing and accounting organizations and has authored several articles that have been published in professional journals. Charles is Licensed CPA by the Arizona Board of Accountancy and has joined its Law Review Committee. Charles also served for many years as a member of the Qualifications Committee for the California Board of Accountancy. Throughout most of his career Charles has been a member of the Association of Government Accountants, the Institute of Internal Audits, the Association of Certified Fraud Examiners, as well as a member of several other Professional Associations
Charles is one of the Founding members of the International Institute of Certified Forensic Investigation Professionals. Over the years Charles has served on the California State Bar’s Commission on Judicial Nominees Evaluation, the Disciplinary Board of the Oregon State Bar and on the Oregon Boards of Geologists, Engineers, and Land Surveyors. In addition, at one time Charles served as the Receiver for the Bank of Micronesia in the Republic of Palau.
Charles is the recipient of numerous awards including the Faculty Excellence Award from the Washington DC Graduate School, Jack Birkholz Leadership Award presented by the Western Intergovernmental Audit Forum and the Education and Training Award presented by the National Association of Government Accountants. He was also awarded the status of Follow Certified Forensic Investigation Professional in April 2014.
